AT&T TDM Sunset FAQs
If you have not transitioned or disconnected your TDM lines, you will be charged the tariff rate set by AT&T. To allow AT&T enough time to process the volume of changes necessary to retire these services, customers should work with their assigned NCDIT and/or AT&T representative to ensure all orders for replacement services are placed by Aug. 31.
In August 2022, the Federal Communications Commission announced that U.S. telecom companies were no longer required to provide copper landline services. These include legacy phone services, such as POTS and Centrex lines. Providers are now replacing those services with fiber and mobile networks.
The equipment supporting legacy copper landline services is being decommissioned. Some TDM services may no longer be available for ordering, and your business needs will be directed toward more modern solutions.
Existing TDM services contract with AT&T expires Dec. 31, 2025, and the project to migrate these services is underway. NCDIT anticipates additional vendors will also move away from TDM technology in the near future.
Services affected include the following:
• CENTREX
• POTS
• Ready Line Toll-Free
• Audio Conference Services
• PRI
• Long Distance DS1s (Dedicated)
• Analog Private Line
• Remote Call Forwarding
• Analog Voice Trunks
• MegaCom Toll-Free
• BRI ISDN
The costs charged through the contracted vendor will be subject to increasing tariff rates set by the vendor. Projected impacts have been estimated to be as high as 300%. Customers with expiring contracts, who have not selected and transitioned to an alternate solution, will see a substantial price increase on their TDM services.

The existing emergency lines are currently Centrex or POTS, and they will need to be migrated to an alternate service.

NCDIT offers a managed VoIP solution for our WAN customers. Alternatives are available, such as a hosted VoIP service utilizing state convenience contracts. Local government agencies can also pursue alternate solutions directly with a service provider.
Only local government entities may port their lines. To do so, submit a Basic Voice Number Port request via the NCDIT Service Portal. Under Basic Voice Selections on the request form, choose Number Port, and enter the phone numbers you will be porting in the field labeled List telephone number.
To disconnect lines, open a Basic Voice Terminate request via the NCDIT Service Portal. Under Basic Voice Selections on the request form, choose Terminate, and enter the phone numbers you will be disconnecting in the field labeled List telephone number.
