AT&T is currently retiring TDM copper-based telephony systems across the United States and replacing them with next-generation technology.
The N.C. Department of Information Technology has partnered with AT&T to retire TDM technology used by North Carolina’s public sector customers and to provide options for these customers to migrate to IP-based services.
The NCDIT contract that provides these TDM services will expire on Dec. 31, 2025, and it will not be extended. After contract expiration, the remaining services will be subject to much higher tariff rates.
It is imperative that all state and local government customers that purchased AT&T TDM services through NCDIT’s state legacy voice contract work with AT&T and NCDIT to replace their TDM-based technology.

- Due to the volume of outstanding line dispositions, AT&T has extended the deadline for orders until Aug. 31. If you have not yet done so, please contact your assigned NCDIT communication services analyst or AT&T project team member to assess your current services and needs. Please note that AT&T plans to implement tariff rates for any TDM services still in use after Dec. 31. Learn more about these much-higher costs.

- As a result of AT&T’s notification that all orders for replacing services must be placed by Aug. 1, NCDIT has seen a large increase in the number of requested disconnect orders, including orders to disconnect alarm lines. As your site points of contact work with your assigned NCDIT communication services analyst or AT&T project team member to assess your current services, please remember that accurate identification of alarm lines is vital because if any are accidentally disconnected, restoration activities might not be possible.

- AT&T has notified NCDIT that to process the volume of changes and deletions necessary to retire its TDM services before Dec. 31 that all orders should be in process by no later than Aug. 1.
- As a result, agencies should finalize line disposition determination and work with their assigned communication services analyst or AT&T project team member on next steps, including transition to alternative service or disconnects so that all orders can be in process by no later than Aug. 1.
